    EU proposes to increase WTO judges to 7 and give 2 full time jobs

    THE European Union has unveiled a raft of proposed rule changes for World Trade Organisation's (WTO) dispute settlement system and appointments, that would first necessitate having the 164 member states agree to change the rules.

    The proposal has the backing of Australia, Canada, China, Iceland, India, Korea, Mexico, New Zealand, Norway, Singapore and Switzerland, reports Bloomberg. The proposal will be presented at the WTO's General Council on December 12, but it unlikely to win the needed support of the US.

    For more than a year the United States has blocked appointments to the appellate body, which has the final say in upholding, modifying and reversing rulings.

    "The appellate body function of the WTO dispute settlement system is moving towards a cliff's edge," said EU trade chief Cecilia Malmstrom. "Without this core function of the WTO, the world would lose a system that has ensured stability in global trade for decades."

    The proposal extends term limits of judges and would increase their number to seven, giving two permanent employment. It would limit case limits to 90 days and call for annual meeting of the appellate body the full membership.
