MANILA's International Container Terminal Services, Inc (ICTSI) has unveiled plans to invest an estimated PhP5 billion (US$59.4 million) to fully develop the Philippines' Iloilo port complex over the lifespan of the concession, as well as upgrade the port of Dumangas in order to seamlessly handle the spill over from the city port.

In line with the future development needs of Iloilo and the Visayas, ICTSI submitted a letter of intent to the Philippine Ports Authority (PPA) to modernise both ports' infrastructure and superstructure and to eventually manage and operate the two Iloilo ports.

Overall, the company hopes to be able to assist the port authority in its goals to upgrade the Philippine port network in the hope of facilitating inter-island and international cargo movement.

ICTSI chairman Enrique Razon said: "We truly believe in the growth potential of the Visayas in general and of Iloilo in particular. That growth is anchored on the building of infrastructure and the delivery of basic utilities and services. With the development of port superstructure and the cost-efficient delivery of electric services, we hope to be able to help Iloilo in attaining its full potential."

A major element of the plan to develop the Iloilo port complex will be to dredge and deepen the port and the channel to allow direct entry to mega ships operated by international shipping lines.

New port equipment to be brought in during the first phase of development alone has been estimated to cost PhP1.35 billion, and will include modern quayside crane handling equipment.

The port operator has also expressed a willingness to "substantially" invest in the development of the port of Dumangas.

As with other the ports that it operates, the group will introduce new systems in operations, engineering and administration. The introduction of automation is expected to further boost efficiency and security.
