    PSA Mumbai mired in inter-terminal cost squabbles on JNPT rail use

    SINGAPORE-OWNED PSA Mumbai says it is anxious to work with stakeholders to facilitate rail cargo movement at Mumbai, but warns it has been stymied by inter-terminal squabbles over the cost of cooperation.

    Although PSA International's new terminal at Jawaharlal Nehru Port Trust (JNPT), slated to officially open this week, problems, there has been a lack of cooperation from other terminals to share infrastructure.

    Terminals operated by DP World and APM Terminals have turned down requests from the port authority to extend the long-running, inter-terminal transfer procedure to the new concessionaire Bharat Mumbai Container Terminals (BMCT), citing extra costs.

    "Considering that Gateway Terminals India [GTI owned by Maersk's APM Terminals] and BMCT are separate terminals and there is considerable distance between the two, handling of mixed containers/trains of BMCT on either rail lines will be operationally and commercially unfeasible for GTI," APM Terminals Mumbai told customers.

    The company also categorically stated it will not make arrangements to load or discharge BMCT containers on trains serving GTI.

    DP World Nhava Sheva, which has two facilities in the port, has also held a similar view in an advisory to container rail operators, reports IHS Media.

    APM Terminals Mumbai did not return a calls. But DP World Nhava Sheva said that its terminals continuously work to improve ease-of-doing- business and on-time reliability.

    "In handling inter-terminal cargo transfers for our customers, our constant endeavour is to achieve fast turnaround of their cargo. With our operation, we continue to improve the effectiveness of the supply chain of our customers," said DP World.
