    Leaked Trump infrastructure plan stresses local initiatives

    A LEAKED draft of US President Donald Trump's promised big transport infrastructure plan, shows that money will be spent by lower levels of government on transport projects of their choice, reports American Shipper.

    Such bodies would include US states and territories, metropolitan planning organisations, local and tribal councils, special purpose districts, nonprofits and public utilities.

    "We are not going to comment on the contents of a leaked document, but look forward to presenting our plan in the near future," said White House Deputy Press Secretary Lindsay Walters.

    Continuing federal payments of individual grants to for local infrastructure initiatives would be conditioned on achieving milestones within specific timeframes.

    These would be block grants required for use in areas with a population of less than 50,000, according to the draft.

    The draft plan allocates 25 per cent of funds for rural infrastructure projects to include ports, airports, rail, roads, bridges and waterways.

    "Federal funding could be used for up to 30 per cent of eligible costs incurred during this demonstration phase, and for up to 50 per cent of eligible costs related to project planning, such as final design and engineering," said the report.
