Moves to cut legal dwell time mulled in Port of Mumbai

TO reduce legal container dwell time at Mumbai's Jawaharlal Nehru Port Trust (JNPT) will apply to the Tariff Authority for Major Ports to cut free time for rail cargo from seven to three days, reports IHS Media.
But stakeholders oppose any change because it might result major commercial repercussions for JNPT in a hyper-competitive environment.
Rivals, they reason, would aggressively lure hinterland shippers on the back of more liberalised free-time rules.
To quell those fears, officials assured that the government would work toward establishing a "level playing field" for rail cargo at all ports in the country.
Statistics show average dwell times at JNPT are 112.89 hours for rail and 37.3 hours for trucks on imports 113.35 hours for rail and 77.04 hours for trucks exports.
Other JNPT metrics also took a hit in April, with average crane rates down to 34.82 moves per hour from 35.68 moves per hour a year earlier, when measured by TEU liftings.
But vessels were able to turn around at faster, requiring an average of 2.13 days, versus 2.4 days in April 2017.
DP World's Nhava Sheva (India) Gateway Terminal (NSIGT) had the best crane rates last month, achieving 43.71 moves per hour, up from 43.05 moves per hour in April 2017.
That performance compares with 31.21 moves per hour at DP World'a flagship Nhava Sheva International Container Terminal; and 41.16 moves and 41.41 moves per hour, at APM Terminals-operated Gateway Terminals.
