USEC chassis providers coping with cargo surge

US East Coast port officials and chassis providers say equipment is tight as imports surge, but there are enough chassis to cover every container because of better communication and information sharing, and more accurate volume forecasts than were available during the 2017 surge.
Regular calls have enabled chassis providers to learn how many containers will arrive, and better tracking of chassis allow port authorities, terminals, and draymen to lean on specific beneficial cargo owners (BCOs) who hold onto equipment.
That's in stark contrast to Southern California, where major chassis shortages have stymied draymen and BCOs and may remain a problem until the Lunar New Year holiday beginning February 12, and possibly longer, reports IHS Media.
Asian imports to the East Coast rose 19 per cent year over year between August and November after dropping 11 per cent between April and July, according to PIERS.
When volumes recovered, chassis providers worked quickly to beef up the fleet. TRAC Intermodal injected 1,400 chassis and DCLI 700 chassis into New York and New Jersey. Flexi-Van Leasing is supplying 1,700 units to the South Atlantic Chassis Pool (SACP), and the Port of Virginia added 3,500 chassis to its proprietary Hampton Roads Chassis Pool.
Terminal operators, port authorities, and chassis providers have also collaborated and shared critical information to handle the import surge effectively.
Ed McCarthy, chief operating officer of the Georgia Ports Authority (GPA), said he receives two weekly reports from Consolidated Chassis Management (CCM), which administers the SACP.
"From the reports, we know where there is an excess of chassis and where there is a deficit," Mr McCarthy said. "We've jointly worked with CCM to share our customer communication database, so alerts and notifications can go to the right people, advising them to please return the chassis."
Collaboration has also been critical in New York and New Jersey, according to Val Noel, chief operating officer for TRAC Intermodal.
With more than 2,000 chassis injected into New York and New Jersey between TRAC and DCLI, approximately 3,500 chassis in Virginia, and 1,700 into the South Atlantic from Flexi-Van, drivers are getting the equipment they need.
"Our chassis pool and the [chassis] team are performing at a very high level even as we are seeing these month-on-month volume increases," said John Reinhart, CEO of the Virginia Port Authority. "Our fleet today is 15,000-plus units and more than 99 per cent of those units are ready for service."
He added another 1,500 chassis will be added in 2021 to handle surges.
