    Sino-Panama deal means more Chinese will serve on Panamanian ships

    PANAMA and China have signed an agreement in Shanghai providing for greater rights and lower costs for Panamanian vessels in mainland ports in exchange for taking on more Chinese seafarers aboard Panama-flagged ships.

    "We will increase the participation of Chinese seamen aboard Panamanian ships and recognise several maritime training centres from China," said Panamanian Maritime Minister Jorge Barakat.

    The Panama press release said it will now be able to establish technical offices in China for the control of maritime safety and navigation of its vast flagged fleet and open "several consulates".

    The signing took place in the presence of President Xi Jiping and Panamanian President Juan Carlos Varela on his first visit to China after establishing diplomatic relations.

    The deal was signed by Mr Barakat and Chinese Transport Minister Li Xiaopeng and will also enhance the cooperation and development in the traffic of commercial vessels between both countries.

    Mr Barakat who is also the administrator of the Panama Maritime Authority, said the deal "will help promoting maritime and ports development of Panama and China, strengthen the Panama Ship Registry and will support the Chinese Maritime Authority in safety issues of Panama-flagged vessels that sail in its waters".

    Panama-flagged vessels will enjoy the advantages and lower port costs applicable to other states which have similar agreements with China, said the Panamanian statement. 

    The accord includes transfer of knowledge and technical control of the documentation of ships and crews on board Panamanian vessels. 

    Panama will also be able to register shipping companies and Chinese vessels, directly in the main Chinese maritime cities.
