    American trade coalition wants tariffs against Chinese steel racks

    THE Cass Truckload Linehaul Index has initiated antidumping and countervailing duty investigations on imported steel racks from China, reports American Shipper.

    The petitioner for the antidumping duty and countervailing duty investigations is the Coalition for Fair Rack Imports that alleges that dumping margins on steel rack imports from China range from 130 per cent to 144.5 per cent. 

    The coalition alleges that Chinese rack makers benefit from 28 subsidy programmes, including five preferential loan and interest rate schemes, one debt-to-equity swap, six income tax and other direct subsidies.

    The coalition also estimates that imports of steel racks in 2017 were valued at US$200 million.

    The US International Trade Commission (ITC) is scheduled to make its preliminary injury determinations for these petitions by August 6. If the ITC determines that there is a reasonable indication that imports of Chinese steel racks harm the domestic industry, then the investigations will continue. 

    The department is to make its preliminary antidumping determination on this in November.

    Coalition members include Bulldog Rack of Weirton, West Virginia; Hannibal Industries in Los Angeles; Husky Rack and Wire of Denver, North Carolina; Ridg-U-Rak in North East, Pennsylvania; Marysville, Michigan's SpaceRak; Speedrack Products Group of Sparta, Michigan; Steel King Industries in Stevens Point, Wisconsin; Tri-Boro Shelving & Partition Corp of Farmville, Virginia and Springfield, Tennessee-based UNARCO Material Handling.
