    EU agency threatens to ban Filipino seamen from European ships

    THE European Maritime Safety Agency (EMSA) has threatened to withdraw the certification of some 40,000 Filipino seafarers working on European vessels, reports Manila's Philippine Star.

    This was triggered as some maritime training institutions in the Philippines are aware but stay non-compliant with the International Convention on Standards of Training, Certification, and Watchkeeping (STCW).

    As a result, trust was broken when the European agency returned for another audit in 2020 and said that the Philippines' maritime education, training and certification system was lacking.

    Since then, the Philippine Maritime Industry Authority (MARINA) has submitted its report on compliance with the STCW and pledged to do more.

    MARINA is meeting inspectors of the European Commission and its European Maritime Safety Agency (EMSA) as it decides to make good its threat to prohibit Filipino seafarers from manning European ships.

    MARINA officer-in-charge administrator Nicasio Aranas Conti said that boosting the agency's readiness for the audit was the signing of several memorandum of agreements (MOA) with various government agencies involved in maritime education and training.

    Under the Implementing Rules and Regulations (IRRs) of Executive Order (EO) 75, MARINA must enter into agreements with government agencies involved in the implementation of the 1978 International Convention on Standards of Training, Certification and Watchkeeping.
