Shipping Lines Announce Booking Suspensions and Cargo Restrictions

As October begins, two significant updates have emerged in the container shipping market, highlighting the operational challenges faced by shipping lines. Hapag-Lloyd has suspended bookings to three major Philippine ports, while Emirates Shipping Line (ESL) has stopped accepting plastic waste cargo. Both measures reflect an industry-wide tightening of cargo acceptance policies due to operational pressures and compliance demands.

Hapag-Lloyd has temporarily halted new bookings to the Philippine ports of Manila, Batangas, and Subic Bay, citing ongoing congestion and limited yard capacity. This suspension applies to all trade lanes and is scheduled to remain in effect until December 31, 2026. Existing bookings are not automatically canceled, but customers may need to coordinate with Hapag-Lloyd's service teams to confirm arrangements for in-transit cargo or modify current bookings. The decision aims to address logistical bottlenecks, including container yard constraints and difficulties in empty container return, while working with local partners to restore smooth operations.

Freight forwarders with shipments bound for the Philippines are advised to verify destination port acceptance, empty container return options, and container pickup capacity before booking to avoid disruptions.

As of October 1, 2026, Emirates Shipping Line has stopped accepting plastic waste falling under HS Code 3915. This move is part of ESL's commitment to responsible shipping and highlights growing environmental concerns. Unlike general plastic products, this restriction specifically targets plastic waste, parings, and scrap. ESL warns that false declarations of restricted cargo could result in blacklisting and surcharges for misdeclaration.

This decision follows a similar step taken by CMA CGM in 2022, making ESL the second major carrier to ban plastic waste. Environmental advocacy groups, including the Basel Action Network, have praised the move and called for more carriers to adopt similar policies.

These developments underline a broader trend of carriers proactively managing cargo types and volumes. For forwarders, it's crucial to confirm booking validity, port capacity, and specific cargo restrictions. Attempting to circumvent these policies through misdeclarations can lead to severe consequences, including financial penalties and reputational damage. With carriers tightening regulations, forward planning and transparency are more important than ever.
